CiTi BOCES Celebrates Oswego County Students Earning the New York State Seal of Biliteracy

The Center for Instruction, Technology & Innovation (CiTi BOCES) proudly hosted its 2026 Seal of Biliteracy Presentations, where students from across Oswego County demonstrated their language proficiency and cultural understanding as part of the New York State Seal of Biliteracy process.
The Seal of Biliteracy recognizes high school seniors who have attained a high level of proficiency in English and at least one additional language. Students completed presentations showcasing their language skills, academic growth and cultural competency before panels of evaluators.
This year’s participants represented several component districts, including Mexico Academy & Central School District, Oswego City School District, Sandy Creek Central School District and Pulaski Academy & Central School District. Languages represented included Spanish, German, French, American Sign Language (ASL) and English.
“The Seal of Biliteracy Presentation Day is a culmination of years of hard work for students who have dedicated their time and energy to demonstrating literacy in another language,” said CiTi Staff Development Specialist Liz Amyot. “It is such a joy to see the students accept this challenge and embrace the opportunity to advance their global citizenship. Congratulations to all the students, their families and their teachers!”

Following the presentations, students, families and staff gathered for a celebration recognizing the students’ achievements and dedication to multilingual learning.
The New York State Seal of Biliteracy encourages the study of languages, affirms the value of diversity in a multilingual society and prepares students with skills that are increasingly important in today’s global workforce. The event was coordinated by CiTi Instructional Support Services.
